The problem I see with starting in HTML is that not every stake-holder can easily or equally participate in the prototyping process. We're now trying "design by prototype" where my group whips something up (in Rails, actually) that looks exactly like the designers want, and then the engineers swap out the guts for .Net services or whatever other backend is relevant to the project.
